To protect the city and its citizens, a levee system was constructed during the decade beginning 1959. Those levees have subsided and degraded over time. In 2008, the LFA was established to redesign and oversee the rebuilding of that protective wall. In 2011, flooding in the area reached historical highs, increasing the requirement for an upgraded levee system.
